On February 22, 2011, at 12:51 p.m. local time, a magnitude 6.3 earthquake struck 10 kilometres south-east of Christchurch’s city centre, killing 185 people across 22 nationalities and causing the most extensive urban destruction New Zealand had experienced in modern memory. Although smaller in magnitude than the magnitude 7.1 Canterbury earthquake of September 4, 2010, the February quake proved far more catastrophic due to its shallow depth of approximately 5 kilometres below the earth’s surface and its proximity to the densely populated central city. The disaster destroyed critical infrastructure, triggered extensive soil liquefaction throughout residential suburbs, and fundamentally altered Christchurch’s demographic, economic, and physical landscape.
The earthquake’s impact was compounded by pre-existing structural damage from the September 2010 quake and its hundreds of aftershocks. Many buildings, already weakened, collapsed entirely under the renewed seismic stress. The Canterbury Television (CTV) Building collapse alone claimed 115 lives in the single deadliest incident, accounting for approximately 62 percent of total fatalities. Liquefaction — the transformation of water-saturated soil into viscous silt — buried streets across eastern suburbs under an estimated 400,000 tonnes of material and disrupted water and sewerage systems for weeks.
Timeline of Events
February 22, 2011 — Day of the earthquake
At 12:51:43 p.m. NZDT (New Zealand Daylight Time), the earthquake struck with its epicentre at Lyttelton, a port town 10 km south-east of Christchurch’s CBD. The shallow depth amplified ground acceleration dramatically — peak ground acceleration near the city’s centre was measured at 1.26 g (1.26 times the force of gravity), one of the highest urban ground accelerations ever recorded. Most of the earthquake energy was directed northward into the CBD and eastern suburbs.
Within seconds, the CTV building on Madras Street — a six-story reinforced concrete structure built in 1986 — pancake-collapsed entirely, trapping hundreds of people inside. The building contained offices including a branch of the King’s Education language school, where approximately 107 international students were present. The Pyne Gould Corporation (PGC) building on Cambridge Terrace also collapsed, killing 18 of the 130 people inside. In the CBD, the historic Christchurch Cathedral’s stone spire — a 63-metre structure that had stood since 1904 — shattered and fell, injuring pedestrians on Cathedral Square below.
A local state of emergency was declared within hours; the following day, 23 February, the government declared a national state of emergency — the first such declaration in New Zealand’s history. Civil Defence established a response headquarters at Burnham Military Camp.
February 22–28 — Search and rescue
Urban Search and Rescue (USAR) teams from New Zealand, Australia, the United Kingdom, Japan, Taiwan, the United States, China, and Singapore — more than 300 international rescuers in total — arrived within 24–48 hours and worked alongside New Zealand Fire Service, Police, and Defence Force personnel at the CTV and PGC sites. The last survivor was pulled from the rubble of the CTV building at approximately 3:00 p.m. on February 22; subsequent days of search produced no further survivors.
By February 27, five days after the earthquake, rescue operations were formally transitioned to recovery operations, acknowledging that all survivors had been found. The CTV site continued to be excavated methodically over subsequent weeks as forensic investigators sought to identify remains and document the building’s structural failure for criminal and coronial inquiries.
March–December 2011 — Aftershocks and destabilisation
Christchurch experienced hundreds of significant aftershocks throughout 2011. A magnitude 6.3 aftershock struck the city on June 13, 2011, causing further damage to buildings already weakened. A magnitude 5.8 and 6.0 pair of aftershocks on December 23, 2011, caused renewed evacuations and psychological distress. By year’s end, Christchurch had experienced more than 10,000 earthquakes and aftershocks since the September 2010 event.
Key Building Collapses and Casualties
Canterbury Television (CTV) Building
The CTV collapse was the subject of a Royal Commission of Inquiry that ran from 2011 to 2012. The inquiry found that the 1986 building had significant structural deficiencies that should have been identified in post-September 2010 inspections, that its design did not meet 1986 building code requirements, and that failures in the Christchurch City Council’s inspection and consenting processes had allowed a structurally inadequate building to remain occupied. The inquiry made 189 recommendations for changes to New Zealand’s building, engineering, and regulatory systems.
The 115 people killed in the CTV building included:
- At least 47 students and staff from King’s Education, an English-language school with students from Japan, China, the Philippines, and elsewhere
- Staff of TVNZ’s Canterbury bureau, Mediologue Surgical Investigations, and local businesses
Pyne Gould Corporation (PGC) Building
The PGC building at 233 Cambridge Terrace killed 18 people and injured more than 40 others. Like the CTV building, the PGC collapse was investigated by engineers who found design deficiencies. The building was one of several mid-century reinforced concrete structures in the CBD that the September 2010 earthquake had visibly damaged but which had not been taken out of service.
Christchurch Cathedral
The Cathedral of the Blessed Sacrament (the Catholic cathedral) and the Anglican Christchurch Cathedral both suffered severe damage. The Anglican cathedral’s rose window and much of its nave collapsed; debate over whether to repair or demolish it became a prolonged and contentious issue in Christchurch’s recovery, with the Reinstate the Cathedral campaign opposing the Anglican Church’s eventual plan to demolish and replace it. The matter was not resolved until the New Zealand government intervened in 2012 with legislation requiring a repair option to be considered.
Emergency Response
Prime Minister John Key visited Christchurch within hours of the earthquake and remained closely involved in coordinating the national response. Canterbury Civil Defence Emergency Management (CDEM) activated its emergency operations centre, and the New Zealand Defence Force mobilised immediately, with army personnel assisting with evacuation, security of the CBD cordon, and logistics.
The CBD was placed under an extensive cordon — ultimately encompassing 850 properties over 100 city blocks — that excluded the public for months and eventually years as assessments of structural safety were conducted. By May 2011, approximately 900 buildings had been demolished within the cordon, with the process continuing into 2012.
Water and sewerage systems in the eastern suburbs were extensively damaged by liquefaction. The Christchurch City Council supplied potable water through more than 270 water tankers and temporary standpipes across the city for several weeks. Electricity was restored to most of the city within four days, but sewerage repairs took substantially longer — in some eastern suburbs, temporary chemical toilet facilities were in place for weeks.
International assistance included New Zealand’s largest-ever search-and-rescue response. Australia provided AUS$5 million in immediate aid; Japan sent 70 rescue workers; the United Kingdom sent 63 specialists. The United States deployed disaster assessment teams.
Economic Impact and Reconstruction
The combined financial cost of the September 2010 and February 2011 earthquakes — together known as the Canterbury earthquake sequence — was estimated at NZ$40 billion (approximately US$32 billion at 2011 exchange rates), representing approximately 20 percent of New Zealand’s annual GDP. The Insurance Council of New Zealand described the event as the costliest natural disaster in the nation’s history.
The New Zealand Earthquake Commission (EQC) — a Crown entity providing residential natural disaster insurance — processed more than 167,000 claims from Canterbury homeowners by mid-2011, a volume that overwhelmed its systems and resulted in prolonged settlement delays. Many homeowners waited three to five years for full resolution of their claims; the process generated substantial community frustration and contributed to a perception of institutional failure alongside the physical disaster.
On 29 March 2011, the government established the Canterbury Earthquake Recovery Authority (CERA), and in April 2011 passed a special-purpose statute — the Canterbury Earthquake Recovery Act 2011 — granting it broad powers to override normal planning and regulatory processes to accelerate rebuilding. CERA’s establishment was controversial among local residents and the Christchurch City Council, who felt that democratic processes had been suspended in favour of centrally directed recovery.
The government’s residential property purchase programme (known as “red-zoning”) offered to purchase approximately 8,000 properties in the most severely liquefaction-affected eastern suburbs at their 2007 rateable value, effectively withdrawing those areas from the residential land supply. Most homeowners accepted the offer, though a minority litigated the valuation methodology through 2013.
Demographic and Urban Consequences
Christchurch’s population, which had been approximately 366,000 before the earthquakes, declined significantly as residents relocated. Estimates suggested 10,000 to 30,000 people permanently left Christchurch between 2010 and 2013, redistributing to Auckland, Wellington, and Australian cities. Christchurch dropped from New Zealand’s second-largest to its third-largest urban centre behind Wellington (a status it has not recovered).
The central city rebuild became one of the most significant urban planning exercises in New Zealand history. The Christchurch City Council and CERA released a Central City Blueprint in July 2012, envisioning a rebuilt CBD with reduced density, more green space, a rebuilt stadium, a new hospital precinct, and a network of cycling lanes. The blueprint’s implementation proceeded unevenly: some anchor projects, including the Christchurch Convention Centre, were completed years behind schedule and over budget.
Significance
The February 2011 Christchurch earthquake became New Zealand’s fifth-deadliest disaster and the country’s costliest natural disaster on record. The disaster reshaped the nation’s approach to earthquake engineering, building codes, and disaster resilience — the Royal Commission’s 189 recommendations led to substantial revisions to the Building Act and the introduction of more rigorous inspection regimes for earthquake-prone buildings nationwide.
The CTV building’s failure, in particular, prompted a national reckoning with building stock regulation. By 2013, the New Zealand government had passed legislation requiring local councils to identify and remediate earthquake-prone buildings within defined timeframes.
